Gathering tools

These are the first real multipliers because they shorten every future material decision and make expansion less expensive.

Promote when: Upgrade these first when wood, ore, or routine collection still dominates most of the day.

Demote when: If gathering is already clean but power or storage is broken, a better tool tier will not solve the real drag.

Farming and tending tools
